[pdp-discuss] annoying global force_ta

just revert the Makefile.am and Maketa.am or whatever to before Brian's latest  
change -- it works just fine if you already have the relevant TA_.h files, 
which presumably you do.  Brian, please don't check in something until you've 
got it working usably.

Meanwhile, the system was *not* just fine prior to my change -- it recompiled 
every single file in the system when you changed any one.  Not acceptable...
