[pdp-discuss] annoying global force_ta

ok, now this is VERY annoying: make now runs through the entire 
project doing force_ta is anything changes -- so even if you are 
focusing on ta and getting that working, each tweak runs the 
entire project again (even if you have errors in the ta project

uh, if i may comment... the system prior to a certain person who 
shall remain nameless began complaining, seemed to be just 
fine!!!!
