Hans Johnson (hans-johnson@uiowa.edu) discovered a bug in ./configure
of iv-15 under RedHat 7.3, which has now been fixed (the solution was
to simply touch the configure file, which was being remade
unnecessarily, and the files that make it are not up-to-date on 7.3).
This fix was from Michael Hines, who is supporting iv-15.  The new tar
file is on both the pdp++ and hines ftp servers.
