I was able to replicate the crash, and then prevent it by doing
Actions/Remove Cons and Remove Units in the Network window, and then
doing Build All, Connect All (i.e., completely rebuilding the
network).  The bug was not with the spec but with the connectivity,
and this process is a good one in general for fixing these kinds of
bugs.  Cheers,
