Janet,

I had a similar set of error messages under Windows XP.
The instructions state:  (if using Windows XP, grab cygwin1.dll and put
it in your C:\windows\system directory.)
However, I moved the cygwin1.dll file over to the C:\windows\system32
directory and was able to run PDP++ without difficulty.
