needing help on eq's

Due to my disability, and that I am home bound, I have no
way of asking people for help.  I would appreciate anyone to help me
out with some equations from the book "Computational Explorations in
Cognitive Neuroscience".

?1.  On page 38, figure 2.9 uses eq. 2.8 to graph it.  I ran
the simulation with no problem, but I want to be able to do the eq. by
myself.  This is where I am having trouble.  Please explain
what and how you work with the eq.  For example:  V subscript m
( t+1) means what ?, V subscript m (t) means what ? and so on.  In
the example only certain values are given, and I am left with the above
two and E subscript e,i & l, V subscript m (t).  Again I would
like to figure it out the old fashion way my plugging in values and the
plotting it.

?2.  The same holds true for eq. 2.9 and figure 2.10.  Certain
values are given but again I am left with unknowns.
