The NewInit bug in the CYGWIN/MS Windows distribution of PDP++ has
been fixed.  This bug caused NewInit to not actually create (much) of
a new random seed (it was actually different in the least significant
digits..).  The updated files have version number 2.01, and are on all
pdp++ ftp sites (only CYGWIN-related files are updated, along with the
source tar file).
