New PDP++ release: 2.0b3

There is a new release of the PDP++ source code and binaries for both
LINUX and CYGWIN (MS windows) environments, version 2.0b3.  This is
likely to be the final pre-2.0 release.  It fixes a few css bugs, some
CYGWIN bugs (in grid logs and enviro view), and adds one important new
feature: a spec view mode in the project view window.  This spec view
allows one to view and edit specs in the same way as the new project
view allows for processes and other project-level objects.  It also
links up with the network view for setting and viewing where the specs
apply in the network.

CYGWIN users should definitely update to the new binaries -- in
addition to fixing crashing bugs, this version is now compiled all
optimized -- the previous version was not due to a memory limitation
that has now been resolved (see the cygwin/README file for info on how
to set this memory level higher on your system using resedit).
